Mandatory for Residency
You CANNOT get a temporary residence permit without valid local health insurance.
The "Green Card" (Zeleni Karton)
Driving to Croatia, Bosnia, or Albania? You MUST have the physical green card paper.
Health Insurance
1. The "Residency" Policy (Basic)
This is what 99% of digital nomads buy just to get the visa. Cost: ~€25-30 / year.
*Warning: Do not rely on this for actual medical care. It is a paper requirement.
2. Voluntary Health Insurance (Private)
If you want access to private clinics (like Kodra, Hipokrat) without paying cash. Generali and Uniqa offer good packages starting around €40/month.
3. Public Healthcare (FZO)
If you are employed by a Montenegrin company (even your own DOO), you are automatically enrolled in the state system. You get a "Health Book" (Zdravstvena Knjižica).
Cons: Long waits, old equipment, language barrier.
Property & Earthquakes
Montenegro is in a seismically active zone (remember 1979).
Earthquake Coverage is Separate
Basic property insurance usually EXCLUDES earthquakes. You must specifically ask for "Zemljotres" coverage as an add-on. It is expensive but recommended if you own property.
Major Providers
The oldest and largest. State-linked, reliable, but bureaucratic.
Popular alternative. Often slightly cheaper for car insurance.
International standard. Good for property and comprehensive health.
Strong presence, easy to find agents. Good private health packages.
Car Insurance
Mandatory
"AO" (Auto Odgovornost). Basic third-party liability. You buy this when you register the car every year.
Optional
"Kasko". Comprehensive coverage (theft, damage, fire). Highly recommended for newer cars, as local driving can be chaotic.
