Crucial for Enrollment: Medical Certificate
You cannot enroll your child in ANY kindergarten (Public or Private) without a "Ljekarsko Uvjerenje" from a chosen pediatrician (Izabrani Doktor).
Types of Kindergarten (Vrtić)
Montenegrin kindergarten is generally excellent and focuses heavily on socialization and play. There are two main paths:
JPU (Public Vrtić)
- Extremely affordable (~€40/month)
- Full immersion in Montenegrin
- Certified teachers & nutritious meals
- Large groups (25-30+ kids)
Private Vrtić
- Higher cost (€150 - €400/month)
- Often bilingual (English/Russian)
- Smaller groups (10-15 kids)
- Flexible hours & specialized programs
The "Igraonica" (Playroom) Culture
Montenegro is famous for its Igraonicas. These are indoor play centers found in almost every neighborhood and shopping mall. They are lifesavers during hot summers or rainy winter days.
Drop-off Service
Many Igraonicas offer supervised play ("Čuvanje djece") for €3-€5 per hour, allowing parents to shop or have coffee nearby.
Birthday Parties
90% of kids' birthdays happen here. It's affordable, includes entertainment/food, and saves your house from destruction!

Formal agencies are rare. Most expats find sitters through:
- Facebook Groups: "Expats in Montenegro" or "Mame Budva/Kotor".
- Word of Mouth: Ask other moms at the park.
